| 本論文では,欧米のソーシャルワーク教育と実践の研究の発展過程を踏まえ,国際人口移動が進展し多文化・多様化社会となった今日,外国にルーツを持つ人々の問題に対応可能なソーシャルワーカーを養成する必要があることを示した.そのためには,文化的コンピテンスとダイバーシティの価値と理論に基づき,教育側と実践現場側が連携し,教育と実践の基準を構築することの必要性を示した.また,国際人口移動に伴う生命や生活の安定や安全保障の整備にあたっては,彼/彼女らのエスニックリアリティを念頭に置くことが求められる.それと同時に,各国の社会保障・安全保障という枠組みで考えるだけではなく,国家の枠組みを超えて人間の安全や生命をいかに守っていくかというヒューマン・セキュリティの考え方が重要となることが示唆された. | ||||||||

| This study examined the need to develop the values, knowledge and skills necessary for social workers dealing with immigrants through an interrogation of Western social work education and practice. Today, our society has become multicultural and diversity and international migration has increased. This study shows the necessity of developing new social work education based on the values and theory of diversity and cultural competence. Furthermore, education and practice have to be combined in order to build acceptable standards of social work practice and education for immigrants. Moreover, we need to keep in mind the ethnic reality of international migration in order to improve security and stability in their lives. In order to achieve this, we must not only acknowledge frameworks of social security in each nation, but also employ the 'Human Security' approach that transcends national frameworks and works towards the security and stability of all human beings. | ||||||||
