本稿の目的は，今後さらに設置が進む学校運営協議会における会議運営のあり方に関する示唆を得るために，ある公立小学校における協議会の会議運営を事例として，「意思形成」過程を明らかにすることである．分析の結果，会議運営における「意思形成」過程に関して，以下4つの特徴が明らかになった．第1は，協議会は，コミュニティ・スクールの目的を意識して運営されていることである．第2は， 委員による意思表出，互いの意思交流，協議会としての意思決定といった段階を経て「協議に基づく承認」が目指されていることである．第3は，委員による意思表明は，自身の立場に則りながら表明されていることである．第4は，委員に対する「外部の人」の意見が会議運営や意思形成に一定の影響を及ぼしていることである．得られた知見を総合的に考察すると，会議が「意思形成」の仕組み・ 仕掛けとなるための運営のあり方について，特に，会議参加者同士の関係性やコミュニケーションの質の重要性が示唆される． |

The purpose of this paper is to clarify the process of “making intention” by taking the case of a meeting in a public elementary school as an example in order to obtain suggestions on how meetings should be managed in a school management conference that will be set up in the future. As a result of the analysis, the following four characteristics have been clarified regarding the “making intent” process in meeting management. First, the council is running with the purpose of the community school in mind. Secondly, “approval based on consultation” is aimed at through the stages of expressing the intentions of the members, mutual exchange of ideas, and decision making as a council. Third, the declaration of intention by the members is expressed according to their own position. Fourth, the opinions of “outside people” to the members have a certain influence on the meeting management and the making intentions. Based on these findings, it is suggested that the relationship between the participants of the meeting and the quality of communication are important for the meeting management so that it can be a mechanism of “making intention”. |
