As a result of the analysis, the following four characteristics have been clarified regarding the “making intent” process in meeting management. First, the council is running with the purpose of the community school in mind. Secondly, “approval based on consultation” is aimed at through the stages of expressing the intentions of the members, mutual exchange of ideas, and decision making as a council. Third, the declaration of intention by the members is expressed according to their own position. Fourth, the opinions of “outside people” to the members have a certain influence on the meeting management and the making intentions.
