| 今中国では,高齢者人口が増加し,その福祉を取り巻く現状において,高齢者介護施設が少ないなどの点が問題となっている.とりわけ,収入の低い高齢者の多いなか,福祉環境整備が急務となっている.現在,中国の高齢者にとって最も有力な福祉サービスの方策として「在宅介護サービス事業」が政府主導により中国全土で実施されている.本論文は,ここ数年中国における在宅介護サービスの実施状況に関する調査研究を取り上げ,今後の在宅介護サービスの意義とその展開に必要となる課題について論じる.在宅介護サービス事業の展開においては,その財源確保が地方政府に委ねられている政策を見直し,経済格差が高齢者福祉の政策に及ぶことのないように注意を喚起する.また,在宅介護サービスの質的な向上に向け,高齢者一人ひとりのニーズに合わせたサービスが提供できるように,医療・看護・介護に携わる専門職,特にケアマネジャーやソーシャルワーカー等を適切に配置することが一つの鍵となることを明らかにしていきたい. | ||||||||

| With the elderly population increasing in China, in the present circumstances of its elderly welfare, the scarcity of care facilities for elderly people has been pointed out, and the abundance of low-income elderly people has called for urgent improvements in the welfare environment. Now in China, as a most promising strategy of welfare services for the elderly, "at-home nursing-care" has been implemented throughout the country under the Chinese government's initiative. This article surveys research works about the state of implementation of Home Care Services over the last few years, and discusses the significance of the future Home Care Services and some challenges in their further implementation. In order for "at-home nursing-care" to develop, it is key to revise the policy which relegates securing revenues for them to local governments so that economic disparities will not affect the policies for elderly welfare. It is also a key to make a qualitative improvement in welfare services by appropriately staffing profession personnel involved with healthcare, nursing and nursing care--esp. Care managers and social workers--so as to provide services which will meet individual needs of the elderly. | ||||||||
