| 本研究の目的は主体的運営による福祉活動の実態を組織論的な観点から明らかにすることである.会長を含めて倉敷市身体障がい者福祉協会の正会員のほとんどが高齢の身体障害者で占められていて,身体障害者の会長自らが本福祉活動の運営にも積極的に関わっている.本福祉活動は事務所が開設された5年ほど前に1つの転機を迎えた.その活動実態に関して賛助会員として本福祉活動に1年間関わってきた本論文の著者は,事実上唯一の運営者である会長1人に対して活動の歴史的経緯を含めてインタビューを行なった.インタビューの結果について,既存の組織論を参照して分析した結果,活動の多くの部分が既存の組織論により説明することができた.会長をはじめ本福祉団体の活動に中心的に関わる役員などの正会員は事務所開設によって活動理念,活動基点を明確にすることができ,従来市政等により受けてきた様々な制約を脱却できたことは評価するに値する.組織論的分析では,いかなる人や組織に対してクライアントと呼ぶべきか,あるいはサービス提供者と呼ぶべきか,基準を明確にしておくことの重要性も示唆された.その基準設定のうえで活動内容を質的に分析していくと本福祉活動では成功したところがある反面,本福祉活動においても運営者が高齢であるという特性自体が活動上の大きな支障になっていることも明らかにされてきた.さらに高齢の身体障害者自身による運営も含めたいわゆる無報酬のボランティア的活動であるため,ボランティア活動をどう定義するかのみならず,組織運営の指揮命令系統を円滑に統制することが難しい実情も確認された. | ||||||||

| The purpose of this study is to clarify the content of the practice of initiative management of welfare activities by using modern organization theory. Almost all of the normal members, including the chairperson of this welfare activity group in Kurashiki City, are elderly persons with physical disabilities. The chairperson has been keenly working on the management for the welfare activity. The author of this paper interviewed the chairperson alone about the practical essence of the welfare activity which was initiated about 5 years ago when their own office had been offered and started. We analyze the consequence of the interview for their group activities, most of which were given meaning by modern organization theory. As a result, most parts of this activity were explained by referencing modern organization theory. When we fixed the subjects about which we should call "client"or "service provider", it indicated that the weaker points of this organization group are affected by the feature itself of the aged individuals and their voluntarism with no payment. | ||||||||
