| 済世顧問制度は1917(大正6)年,岡山県で創設された防貧制度である.この制度は,人格等で要件を満たす地域の名望家らを済世顧問に委嘱し,その地域の生活課題を改善,あるいは,解決しようとするものであった.先行研究では,この制度の創設における経緯や顧問の役割について研究されたものが多く,顧問が中心となり設立された済世団体について取りあげたものは少ない.しかし,済世団体には,様々なものが存在している.そこで,本稿では,まず総合的な事業を行った成羽町済世会と富家村済世会を取りあげ,その事業内容を明らかにした. | ||||||||

| The Saisei-komon- system was established in 1917 (6th year of the Taisho era) in Okayama Prefecture as a system to prevent poverty. In the system, the prefectural government delegated the social welfare adviser' s task to local philanthropists who met the requirements, such as someone respectable and so on, and under the advisers' leadership, tried to improve or solve financial and daily problems of the local people. Researches about the particulars of the establishment of the system or the roles of the advisers have been made in many previous studies, but only a few studies have taken up the social welfare organizations that were set up and led mainly by advisers. There were various social welfare organizations, but here I took up the cases of Nariwa Saisei-Organization and Fuka-mura Saisei-Organization that conducted comprehensive operations, and showed the actual contents and details of their activities. | ||||||||
