本研究は，こども食堂について考察し，こども食堂が社会福祉に持つ意義や可能性について理論的に検討することによって，以下の点を明らかにした．第一に，こども食堂活動拡大の要因には，子どもの貧困や地域課題への関心，文化的価値観のゆらぎや政策的動向など複数の要因があることが見出された．第二に，こども食堂は多様な主体が参加し，交わる場として位置付けられ，多様な機能を果たすことが大きな特徴であることが明らかになった．そして，第三に，こども食堂は個人や地域の自発性が高い市民活動として民主主義を高めていく特質があり，多様な主体の参加を可能とし，さらには，行政との公私協働体制を構築していくことで，地域の声をボトムアップ的に発信していく運動体としての可能性を見いだすことができた．以上の点も踏まえ，第四に，社会福祉による地域の内発的発展の開発を推進する5つの原理を，こども食堂活動が高めていくことが明らかになった．具体的には， こども食堂は様々な人々が交わる地域の拠点（オイコス）となり，そこに関わる人々の存在を豊かにしていく関係論の多様性をもたらし，また，その自発性や市民性の高さは地域の課題への主体性を育むことになること，そして，多様な人々の交わりが共生の実現につながることによって，地域を変え， 内発的発展へ至ることで社会福祉を変革していくことに結びついていくということが見出された． |

This study examined children’s cafeterias and clarified the following points by theoretically examining the significance and potential of children’s cafeterias for social welfare. First, there are several factors that contribute to the expansion of children’s cafeterias, such as child poverty, interest in local issues, fluctuation in cultural values, and policy trends. Secondly, children’s cafeterias are positioned as a place where diverse groups and people can participate and interact with each other, and it is clear that the children’s cafeterias can fulfill diverse functions. Thirdly, children’s cafeterias have the characteristic of enhancing democracy as a civic activity with a high degree of individual and community spontaneity, enabling the participation of diverse groups and people, and by building a system of public and private cooperation with the government, it was found that they have the potential to be a movement that disseminates the voices of the community in a bottom-up manner. Based on the above points, fourthly, it became clear that the activities of the children’s cafeteria would enhance the five principles that promote endogenous development through social welfare. Specifically, the children’s cafeteria becomes a local base (Oikos) where various people mingle, bringing about a diversity of relational theories that enrich the existence of the people involved, and its high level of spontaneity and citizenship fosters independence in dealing with local issues, and the mingling of diverse people leads to the realization of symbiosis. In addition, the high level of spontaneity and citizenship of these people will foster their independence in dealing with local issues. |
