本研究は，日本で拡がりをみせるこども食堂が，住民発の民間活動として，地域福祉の文脈でどの ような展開を遂げているかを明らかにするものである．筆者らは文献研究を通じ，こども食堂という居場所がさまざまな人々の交わりを生み出し，地域を内発的に開発させていく「オイコス」であることを提示した．さらにこの展開は地域ごとに特色ある多系的発展と考えられ，本研究では Z県におけるこども食堂を通じた内発的発展について，その立ち上げから現在の活動までを，運営者自身の認識を通して解明することを試みた．活動経験3年以上のこども食堂3団体に半構造化インタビューを実 施し，時系列で質的記述的に分析した．その結果，以下の4位相―①食堂としての活動の形ができるまでの熟議，②多世代・異業種・他地域からの参加と交流，③災害支援での機動力と地域づくりへの 再認識，④コロナ禍によるニーズへの接近と支援者の拡がり―が抽出された．こども食堂の運営者らにとっての原動力は，地域の子どもたちが安心してありのままの姿を現し心を開いてくれることであり，同時に，さまざまな立場の人がこども食堂に関わり，行動を共に起こしていくことでもあった． 彼らの居場所づくりは，困難を抱える子どもへの思いを出発点として地域住民を結び直し，従来の地域福祉にはない企業や政治とも繋がり，地域の未来に対する「信頼」を基盤に，緩やかで民主的な内発的発展を遂げていることが明らかとなった． |

This paper aims to clarify how children’s cafeterias have been developing in the community as social welfare, and were established by local residents as a volunteer effort to provide free or inexpensive meals to impoverished children in Japan. Our previous literature review revealed that children’s cafeterias would be working as a sort of“oikos”meaning“home”in Greek, where there were spaces for various people to communicate and unite their power for the children. This endogenous development has many applications according to each district or region. To better understand the endogenous development, semi-structured interviews were conducted with the main operating members of 3 children’s cafeterias. As a result, the following 4 phases were obtained from the qualitative analysis, (1)Process of deliberation on how to promote their activity, (2)Participation by people of multi-generations, various fields, and other communities, (3)Awareness of community-building through disaster relief activities, (4)Attending to needs of children and increase of supporters during the pandemic. Their involvement in children’s cafeterias bound local residents together for the consideration of impoverished children, which spread to local companies and politicians that were not active in conventional community-based welfare. It was revealed that they accomplished flexible, democratic endogenous development based on“trust”in the future of the local community. |
