| 2015年，わが国の障害者福祉の歴史は戦後から70年を迎える．これまでに，わが国の障害者福祉に関する法律や施策は様々な変遷をしてきた．近年においては，あらゆる分野において「地域」をキーワードとした施策の展開が潮流している．そのことから，わが国の障害者福祉に関する歴史を振り返るだけではなく，自らの実践する地域の障害者福祉に関する歴史についても振り返ることが必要ではないかと考える．そこで，本論文は，筆者の実践地域である山口県に焦点をあて，山口県の障害者福祉の実態について，特に，戦後から1950年代に限定して整理をする．その結果を基に，今後のわが国の障害者福祉に関する新たな展望について考察をすることを目的とする． | ||||||||

| 2015 marks 70 years of the history of welfare for the disabled since 1945. The laws and measures taken during that time have seen a variety of changes. In recent years, the expansion of measures using the keyword of“local community”has become a trend in all areas. With this in mind, it is necessary not only to look back at the history of welfare for the disabled nationwide but also at the history in our own local communities. This paper focuses on author’s community in Yamaguchi Prefecture and examines and classifies the welfare for the disabled there, particularly from 1945 to the 1950s. It is hoped that new vision for the welfare of the disabled in Japan will be considered in light of these observations. |
