| 本研究は，学校におけるICT 活用に関する教員の意識調査を通じて，学校の情報化の現状と課題を明らかにし，教育の情報化を促進する諸要因の関連を検討することを目的とする。 1980年代以降，教育の情報化は主要な教育政策課題として取り上げられてきたが，学校や教員の側の受容の様態については課題として重視されていない。そこで，本研究では，質問紙調査を通じて，学校におけるICT 活用に関する教員の現状認識を通じて，教育の情報化に向けたイノベーションを推進する諸要因を分析した。 質問紙調査は全国の公立小・中学校より各々500校（計1,000校）を無作為抽出し，同意が得られた学校に対して各校あたり5名の教員を対象として2012年8月に実施した。返送された回答は421件（返送率8.4%）であり，完全回答のなされた262件を分析対象とした。 分析はE.M. ロジャーズ（2007）のイノベーション理論に依拠して，ICT に対する教員の認識とICT活用の実践と成果認識との関係性に焦点を当てた．その結果，第1に試行可能性および相対的優位性・観察可能性の2つの属性が，実際にICT を利用した実践経験のうち，「教授・学習上の利用」と「校務・学習管理上の利用」に対して影響を与えていることが明らかになった．第2に，そのようなICT を利用した実践経験による成果認識について分析した結果，教授・学習でのICT 活用経験が教授・学習上の成果，校務の円滑化，児童生徒に影響を与えていること，校務・学習管理上でのICT の利用経験が，教授・学習上の成果および校務の円滑化に影響を与えていることが明らかになった．すなわち，ICT を利用した実践経験の蓄積がICT 活用の成果認識に影響を与えていることが明らかになった． 従って，教授実践という教師の専門性にかかわる領域については，単なる外的な圧力によってイノベーションを導入させようとしても，新たなテクノロジーの“よさ”が教授行動において実感・確認できるための諸条件整備が必要であることが示唆された。 |

| The purpose of this paper is to grasp the school teachers’ recognition on the current situation and issues of ICT (information and communication technology) use in their schools through questionnaires, and to obtain the basic knowledge which can contribute to the promotion of effective ICT use in schools. To this end, we examined the following points in particular: 1) the teachers’ recognition of the current situation of ICT use in their schools, 2) the teachers’ recognition of the need for improvement in order to promote ICT use in their schools as a whole, 3)differences in recognition of the need for improvement in relation to the difference of the current situation regarding ICT use, 4) initially unexpected advantages or merits which were found in the process of promoting ICT use in their schools, and 5) initially unanticipated problems or disadvantages that were found in the process of promoting ICT use in their schools. |
