| 昭和54年の養護学校義務制度の開始により,重度障害のある児童生徒等の就学が可能となったが,医療的ケアを行う者は,学校に同伴する保護者であった.しかし,保護者負担の軽減や児童生徒等の 教育的ニーズにこたえる形で,各学校に配置された看護師や研修を受けた教員等へとケアを行う者が 推移していった.平成23年6月に出された「介護保険等の一部を改正する法律による社会福祉士及び 介護福祉士法の一部改正」により,特別支援学校において,教員等が医療的ケアを実施することが制 度上可能になった.本研究では,医療的ケアや医療的ケアを行う者についての法制度に係わる背景及 び変遷について述べ,教員等と看護師,養護教諭の職務に係わる課題を考察した.1特定行為を行う教員等が,教員の養成段階で医療的ケアの知識を得ておくことで,医療的ケアの 理解につながる.2看護師は,医療的ケアを行う者であり,教員等の指導者でもある.学校と病院と の看護の相違に戸惑うことがあり,学校における看護やその在り方について研修が必要である.3医 療的ケアに係わる校内体制のキーパーソンとなる養護教諭は,養護教諭の養成段階で医療的ケアに関 する知識や技術を取得しておくことが求められている.さらに,学校内外の連絡調整や医療的ケア校 内委員会等のコーディネーターとしての能力育成が課題である. | ||||||||||

| Although it became possible for school-age children with severe disorders to attend school following the initiation of the compulsory Special Educational System in 1979, the persons who provided medical care for these children were their parents. However, the persons providing medical care underwent a transition from parents to public health nurses and teachers who had received training assigned to each school. This research provides a description of the historical background and changes in that medical care and the persons providing that care, while presenting important issues relating to the duties of teachers, nurse and Yogo Teachers.(1)Acquiring knowledge relating to medical care at the training stage of teacher education, gives teachers engaged in special actions an appreciation of the medical care.(2)There is a growing demand for nurses to provide instruction for teachers for training relating to nursing provided at schools along with the effective implementation of nursing.(3)Yogo Teacher plays a central role in the school system, and there is a need for school nurses to acquire knowledge and techniques relating to medical care at the training stage of Yogo Teacher as well as develop the ability to function as a coordinator of related organizations. | ||||||||||
