| 本稿では,児童福祉施設を対象に実施した統計的調査の結果をもとに,メンタルヘルス問題のある親とその被虐待入所児童への支援に関する家庭支援専門相談員(ファミリーソーシャルワーカー 以下FSWと表記)の認識に焦点を当てた分析を行う.これは,メンタルヘルス問題のある親による児童虐待の実態把握およびソーシャルワークにおけるその支援課題の明確化を目指した研究の一環に位置づけられるものであり,本稿は児童福祉施設の支援者における当該問題への意識と課題について明確化することを目的としている.以上の問題関心の下,児童福祉施設のFSWを対象とした質問紙調査を郵送調査法により行った.得られたデータについて,経験年数,所持資格を独立変数とし,メンタルヘルス問題のある親による児童虐待に対する認識を従属変数とした一元配置分散分析を行った.その結果,経験年数およびソーシャルワーカーとしての国家資格の有無により,入所児童のみならず親への支援を業務範囲と認識するかどうかをはじめ,医療機関ソーシャルワーカーと連携することの重要性の認識,さらに研修の必要性に関する認識に統計学的に有意な差が認められた.結論として以下のことが示唆された.第1にFSW業務はソーシャルワークを学んだ職員が担う必要がある.第2に児童福祉施設におけるFSW業務の位置づけを明確化する必要性があげられる.第3に児童福祉施設におけるメンタルヘルス問題への対応機能の向上を図ることは,児童および親への支援の両面において有効性が高いと考えられる.第4に家族再統合や継続的な支援のためには,児童福祉領域と精神保健福祉領域をはじめとする機関連携の緊密化の必要性が高いと考えられる,ということである. | ||||||||||

| The first purpose of this paper is to analyze the consideration of family social workers in children's welfare institutions for parents with mental health problems and abused children. The second purpose is to clarify the tasks of the social worker (or supporter) in children's welfare institutions in dealing with mental health problems. We surveyed family social workers in children's welfare institutions. One-way analysis of variance was used. The dependent variable was considerations of parents with mental health problems, and the independent variables were the length of experience and qualifications possessed. A statistically significant difference was observed between some variables. In conclusion, first, the staff who learned social work should take charge of the social work. Second, there is a necessity for clarifying the location of the family social work in children's welfare institutions. Third, as for a deepened of understanding to mental health, its effectiveness on support to the child and parents is high. Fourth, for the social worker in child welfare, it is important to secure the chance for correct recognition of the mental health through training in mental health welfare. Finally, the necessity that children's welfare institutions also join in family re-modifying and continuous support has risen. | ||||||||||
