| 障害者福祉の究極的な目的は,人間としての尊厳と価値を持って幸福な人生を生きることができる環境を作ることである.このために,韓国国家社会は憲法の精神に基づいて障害者の人権を保護し,完全な社会参加と平等を成し,共に生活する社会を作るための条件と環境を作らなければならず,合わせて当事者である障害者自身も健全な社会の構成員として,責任を持って人生を送り,自分の能力を啓発し自立するように努力しなければならない.この論文では,このような障害者福祉の目的実践と関連した障害の概念,韓国の障害者人口の規模および社会経済的な実態,現行の障害者福祉制度の主要な内容,今後の展望と課題などを明らかにすることにより,韓国社会の障害者福祉問題について考える. | ||||||||

| The ultimate purpose of welfare for the disabled is to make an environment where the disabled can live happy lives of value with dignity. The nation of Korea, in the spirit of her Constitution, has an obligation to make the best conditions and environment to protect the rights of the disabled and cultivate their full participation and equality in society. At the same time, the disabled themselves, as members of a healthy society, must strive to achieve greater independence by taking responsibility for their own lives and developing their abilities. The following pages will give us an opportunity to consider the problems of the welfare of the disabled in Korea, first, by clarifying the concept of disability as reflected in the practical application of welfare for the disabled, the scale of the disabled population in Korea as well as the socioeconomic realities, what the current system mainly consists of, and what the future prospects and challenges for the system might be. | ||||||||
