| 児童虐待は,わが国においても近年急激に増加している.児童虐待の発生要因について明確な共通見解は得られていないものの,その要因の一つとして,精神障害を持つ親が虐待者となる事例がしばしば報告されている.しかし,どのような精神障害がどのように児童虐待に関係しているのかという実態は,十分検証されている訳ではない.こうした状況は,援助展開を混乱させるだけでなく,精神障害と児童虐待を安易に結びつけた新たなスティグマを生じさせる危険をも内包している.そうした意味でも,この問題の統計的および事例的な実態把握は欠かせない課題である.そこで本研究では,いわゆる「精神障害」を含むメンタルヘルス上の問題を抱える親による児童虐待の実態を把握するとともに,ソーシャルワークの視点からその支援課題を明らかにすることを目指した.この論文はその端緒としての位置にあり,当該問題に関する先行研究を概観するとともに,児童養護施設の入所児童を対象とした探索的な事例調査を通して,問題の実態と支援上の課題の一端を明らかにすることを試みた.結果として,調査対象施設において被虐待児童の過半数は,メンタルヘルス問題を抱える親による虐待であった.親のメンタルヘルス問題は児童虐待と関連性を持っていることが把握できた.一方で,メンタルヘルス問題だけではなく,親の生活環境や支援の乏しさが児童虐待に影響を与えている可能性も示唆された.親を含めた総合的な支援を展開するためには,児童養護施設と精神保健福祉機関の連携が不可欠であるが,現状は不十分な状況にあることが明らかとなった. | ||||||||

| Child abuse has increased dramatically in Japan in recent years. Although we have no clear description of all the factors that may bring about child abuse, many cases have been reported in which parents with mental disorders were involved. However, no one has fully shown how these mental disorders relate to child abuse. This situation, if left unattended, will not only delay the development of a support system, but also implies the danger of an additional stigma of child abuse to be attached to mental illness. For this reason, it is essential to investigate this problem statistically through actual case studies. Our preliminary research analyzed the conditions of child abuse by parents who had mental health problems including so-called mental disorders and also probed support obtainable from the point of view of social work. In our paper, we first overviewed the previous studies on the subject. Then we proceeded to clarify the current situation of this problem and the challenges of support for these cases, according to the statistical evidence of a survey of children conducted in children's institutions. The results show that more than half of the abused children in the facilities we surveyed were abused by parents with some type of mental disorder. We may safely conclude that the mental health of the parents is related to child abuse. Meanwhile, there is an indication that significant deficiencies in the parents' way of life and in their support for their children also had an influence. In order to provide comprehensive support, which includes support for the parents as well, there is no doubt that cooperation between children's institution and mental healthcare agencies is essential. The current conditions are clearly insufficient. | ||||||||
