市民による福祉ボランティア活動は,新しい地域社会を形成しうるとして高い関心を集めている.行政は福祉ボランティアに対して政策的に組み入れようとしてきた.95年の阪神・淡路大震災を契機にボランティアやNPOの機能や役割に関心が広まり,公的介護保険制度の導入,特定非営利活動促進法の施行以降それらの市民活動と行政のパートナーシップが強調されるようになった.しかし,行政と民間との「協働」「パートナーシップ」はNPOや法人に関心が傾いているようにみうけられる.多くのボランティア団体は法人格を持たない任意団体として活動しているために,社会的に信用が乏しく財政の不足が課題となっている.そこで本研究は福祉ボランティア団体・組織の立ち上げに基金支援している「A市の地域福祉基金」の運営に注目した.福祉ボランティアの大きな特徴である「自発性・主体性」に関心を持ち,行政による支援の意義についてA市基金運営委員会における参与観察を行いつつ,過去に基金助成を受けていた全団体(41団体)と現在基金助成を受けている14団体を対象にアンケ-ト調査を行い考察した.その結果,基金助成終了後92.6%の団体が会員の会費やバザ-の収益金,町内会や社会福祉協議会の助成金などで資金を調達し確実に活動を続けていることがわかった.福祉ボランティア団体は資金不足と人材不足の悩みを抱えているが,基金助成を受けることによって90%の団体が自分たちの活動が社会的に認められたと認識し,活動への意欲が高まったといっている.ここに行政による支援の意義があるといえるのである.ボランティア活動を持続していくためには,団体・組織内におけるミッション・ディスカッションを行うことが必要であるといえる.福祉ボランティアに対する行政の役割としては,資金的支援やPRの工夫と実践,福祉ボランティア団体と地域の福祉問題解決に向けて共通目標を確認し合える「情報共有の機会・場」を設けること,があげられる. |

The purpose of this paper is to outline the role of a local government for voluntary groups active in welfare. We focused on City A and sent out a questionnaire to the 41 voluntary welfare groups which previously received financial assistance from the city and the 14 groups which are currently receiving financial help. The results show that most of those groups are in need of the local government's support, especially in finance and manpower. It is also proved that 92.6% of the groups which received welfare funds previously are still active through their own efforts to raise funds. Moreover, 90% of them maintain that the public funds enabled their activities to be recognized socially and helped to enhance their commitment to the causes of welfare. This highlights the importance of a local government's cooperation and the necessity of discussion within welfare groups for better understanding of their own mission. In conclusion, it can be proposed that what a local government can contribute to voluntary welfare groups include solid communication with them and public relations for its own funds as well as financial assistance. |
