| 本論文では,年金制度に関わる先行業績のうち小西,八田・小口の論文を中心に展望し,年金制度に関する目的と役割あるいは諸問題等を明確にすることである.その結果,以下のことが明らかになった.すなわち, 1. 年金制度の目的は,長生きあるいは高齢に伴う所得水準が低下した老後生活の保障(長生きのリスクの回避)であるが,年金制度に期待される役割・機能は,モラルハザード,逆選択の留意事項を回避・解決すると同時に,価値財の機能を強化することである. 2. 私的年金と公的年金の機能の違いは,財源の運用の違いによるところが大きいことを考慮すると,公的年金の機能は,情報の非対称性が存在する場合や物価が上昇した場合,あるいは所得が低く,充分な保険料を支払うことができない人たちに対して,国民全体を対象とする強制貯蓄によって,世代間扶養あるいは世代内扶養を通して,長生きのリスクを回避することである. 3. 世代間の所得移転を前提とした賦課方式による公的年金制度に関する主な理論的問題点は,人口構成の変化や給付額の変化などによって,世代間の不公平が生じることである. 4. 現実の公的年金制度を財政方式や制度間格差に焦点を当て具体的に考えてみると,現在のところスウェーデン方式が相対的に実効性のある方式であると言えよう. | ||||||||||

| This paper intends to make an overview of the previous studies on pension systems with an emphasis on the work of Konishi, Hatta and Oguchi and clarify the roles and purposes of the system. The result can be summed up as follows: 1. The purpose of the pension system is to guarantee the livelihood of the elderly who have lowered income levels accompanied by the aging process and longer lives. Thus, the roles and functions expected of the pension system are to avoid and solve issues which stem from moral hazards, adverse selections and merit goods. 2. The difference between the function of public and private pension systems lies mostly in revenue management. The public pension system aims to provide support among generations or within single generations through compulsory savings from the entire population including those people who cannot pay their insurance premium because of their low income, or when living costs rise and in the presence of asymmetrical information. 3. The major theoretical problems of the public pension system according to the pay-as-you-go method premised on revenue transfer among the generations is a sense of unfairness which emerges from such factors as changes in the demography and in benefits. 4. When the current pension system is reviewed by focusing on finance methods and variances among systems, it can be said that the present Swedish system is a relatively effective one. | ||||||||||
