| 本報は,高齢被介護者を主体とした家族・施設・地域の福祉ガバナンスを体系的に提示することにある. 高齢被介護者のライフ(生命・人生・暮らし)福祉の向上を図るためには,介護の場である在宅・施設・地域という各セクターが十分に機能を発揮し相互作用することにある.また,3つの場のネットワーク機能は,互助・共助・公助のサポート力が連携することで機能する.とりわけ,家族や近隣者などの血縁・地縁機能,福祉NPOや社協,協同組合などの準市場・ボランタリー機能・共同機能,さらには政府・自治体などの行政機能が主体的に協働することが重要である.すなわち,これらの介護支援主体とコーディネート機能が福祉ガバナンス成立に不可欠な要素となる. 各支援主体をネットワークする福祉ガバナンスの体系化は,高齢被介護者の主体形成だけでなく,地域福祉の充実に関しても意義ある研究に繋がるものと確信している. | ||||||||

| This report aims to present systematically the welfare governance of care provided by institutions, families and the community, with particular focus on care for the elderly. `Life welfare' is a concept that incorporates three aspects: fullness of life, longevity, and general living conditions. In order to improve `life welfare' for the elderly, it is essential that people in the local community such as family members and neighbors; quasi market organizations such as voluntary and mutual organizations, welfare NPO's and the Council of Welfare and Cooperation; and government organizations take the initiative to act in a unified manner. Such interaction in necessary to bring out the full potential for care provision that exists in the mutual, voluntary and public help sectors. Care support and coordination are indispensable elements in the formation of welfare governance. Systemization of welfare governance, which is the integration of each support sector, leads to research which is meaningful not just to the elderly, but also to the fullness of community welfare. | ||||||||
