| 筆者はかねてから市町村レベルの障害者の地域生活を支える行政施策とその具体的な実施状況にはかなりの格差が存在することを体験してきた.本研究では,その原因がどこにあるのかを明らかにするために,障害者基本法によって努力義務として位置付けられている「市町村障害者計画」に着目し,人口20万人～30万人の中規模市を取り上げ計画の内容を筆者の作成した評価票を元に把握することとした. チェック項目は22の項目で構成している.得点に関してはそれぞれの内容の詳細さについて3段階の評定とした.資料の収集対象は34市となった.評価票による得点数は,最高得点が50点中42点,最低得点が18点であった.全体の平均点は30.6点であった. 現状把握の項目として多くの市が取り上げていたのは,身体・知的・精神障害者の人口,障害者本人の年齢であった.点数が低かった項目は特定疾患患者数・両親年齢・生活環境であった. 具体的な目標の項目で,詳しい記述のあった項目は基本理念,明確な目標,移行,就労支援,住宅の整備,まちづくり,市民への広報,保健・医療・緊急連携,そして当事者へのアンケート調査であった.取り上げられることが少なかった項目は,施設・在宅サービス,障害児(者)療育等支援事業,そして市職員としての役割認識であった. 今日,「障害者自立支援法」の制定が決定したことで,障害者の生活を支える各市町村の役割は格段に重要さを増そうとしている.一定の評価票を元に地域特性に応じた計画がたてられ,実践に生かされることが重要であろう.その為の一つの手がかりを示したと考える.今後各地域のニーズに的確に対応できるきめ細やかな計画の策定と実践の基礎として,基本的な障害者計画の指標がより客観性を持つ形で整備され,多くの市によって活用されていくことが期待される. | ||||||||||

| The writer has experienced the regional differences between the administrative ability and its effect on the disabled. This study, under the regional plans for the disabled catches hold of contents about the plans for mid size cities by using our evaluation charts. Our evaluation charts consist of 22 items with definitions of 3 stages. Our research data covered 34 cities. As a result, the highest score was 42 points and the lowest was 18 in a 50-point scale. This averaged 30.6 points. The items that almost all the cities got a high point on were the age and the number of disabled, fundamental concepts, transition, support for a job, servicing the houses, improving the cities, official reports to the citizens, a questionnaire survey to the person concerned, and so on. The items that almost all the cities got a low points on were the number of specific disease patients, the age of their patients, the governmental enterprise supporting the handicaps, the recognition of the role of city officers, and so on. In the future, the checklists will be expected complete and practically used for propelling the regional plans in order to effectively meet the needs of communities. | ||||||||||
