| この研究内容の持つ意味を整理すると,第一に,日帝時代の社会福祉研究が足りない現時点で,本研究は当時の社会福祉の理解に寄与でき,特に,貧困政策の生成および変化の脈絡の把握に役立つという意義を持つ.第二に,社会福祉史の研究は,社会福祉の実践領域と動態的法則を把握することにより,未来の展望を予測することに意義があるように,日帝時代の貧困政策研究は,解放以後展開された貧困政策についての説明に重要な意味を示唆する.第三に,特定な時期の社会福祉政策の変化脈絡を,社会福祉制度変遷論を適用して考察することで,社会福祉制度変遷論の理論的な仮説を一般化することにも寄与できると思われる. | ||||||||

| This is a study of the phenomene of social services in Korea under the Japanese colonial rule. This study aims at understanding the development of social work in Korea, because there has been no study whatsoever on social services during the Japanese occupation period. I have reffered to scholarly writings, articles published by the Choseon Government-General office, statistics, etc. of that period. The development of social services in Korea has roughly gone through the following steps:(1) prior to the Japan-Korea Annexation of 1910 (2) from the Japan-Korea Annexation till the present. The second step may be further divided into the former period. (from the Japan-Korea Annexation till the Liberation of Korea of August 15, 1945) and the latter period(from the Liberation of August 15, 1945 till the present). The social services under the Japanese occupation from 1910 till 1945 may be said to have been in a embryonic period when social services in Korea began to be modernized. The main focuses are on the Homen-iin system in Seoul. Homen-iin, a Japanese version of friendly visitor system, was introduced to control and monitor poor peoples ways of thinking because they might be socially dangerous Homen--iin, the relief counselors, literally means district commis-sioner. Each Homen-iin maintained a card file recording the living conditions of the poor in his district. Card Class thus became a new term for the poor. The poor were classified in two categories;those who needed help immediately because of, for instance, sickness and other contingencies;and those who were expected to need help if any accident befell them. Choseon Government-General office emphasized the educational and spiritual guidance role of Homen--iins. | ||||||||
