| 平成15年度より,高等学校学習指導要領が改訂され,新教科「福祉」が導入された.これは平成10年7月の教育課程審議会の答申により,高齢化の進展等に伴い,介護福祉士などの福祉に関する人材の養成の必要性に対応するために新設されたものである.これを受け平成13年度より,福祉系大学を中心として高等学校教諭一種免許状「福祉」取得可能な教員養成課程が設置された.しかし,教科「福祉」の教員養成は多くの問題をもったままのスタートであった.その主なものとして,免許を付与するに値する教育内容が十分に盛り込まれていない.全国統一のシラバスがない.高等学校福祉科で望む教員と大学で養成した教員との間にギャップがあるなどである.教科「福祉」の教員免許状は,社会福祉に関する専門的知識(ソーシャルワーク)と,介護に関する知識・技術等(ケアワーク)の両方を指導する力が要求される.しかし,従来の大学教育はソーシャルワーク教育とケアワーク教育とが分離した状態であり,相互関連性は不十分であった.今後は,高等学校の教育内容を盛り込んだ最低基準を示す全国統一のシラバスを作成する必要がある. | ||||||||

| With a revision of the government curriculum guidelines for high school, "welfare" was introduced as a new subject in 2003. This subject was created with the aging of society in mind, to meet the necessity for the development of human resources capable of handling welfare activities, such as care workers, on the basis of the report of the Curriculum Council in July, 1998. In this connection, teacher-training courses that can grant grade 1 high school teachers' licenses in "welfare" were established in 2001 in colleges, particularly those specializing in welfare. However, the subject "welfare" was created with many problems remaining unsolved. Among these problems were that the courses did not have sufficient content worthy of the license that there was no uniform syllabus applied nationwide, and that there were gaps between the qualification of teachers needed for high school welfare courses and those that college teachers-training courses can provide. The teaching license for the subject "welfare" assumes that the licensee has the ability to teach expert knowledge of social welfare (social work), and knowledge and skill of care (care work). However, in conventional college education, social work and care work have been separated and been poorly interrelated. For the future, a national uniform syllabus that integrates the educational contents at high school and shows the minimum standards must be prepared. | ||||||||
