日本の社会, 経済は変動期を迎え, 社会福祉においても考え方, 体系, 施策も大きな転換を迫られている現在において, 戦後の日本の社会福祉の潮流に時代の節目をあらためて見返し, これからの社会福祉の時のしるしを洞察し, 新しい時代のニーズに対応できる社会福祉を構築しなければならない.ここでは, 知的障害関係に焦点を絞り, 厚生白書等のテーマ, 関係法律等の整備, そして施設整備の推移と利用者の状況を分析することで, 知的障害者に対する福祉施策・施設整備の今後の課題を提示した. |

In today's Japanese society, economic changes affect the policies in the system and organization of the Social Welfare. We have to look back to the history of the system in order to gain insights in keeping abreast of the signs of the future. There is a necessity to reorganize the Social Welfare system to respond to the needs of the New Age. This research has been done through analyzing the situation of the mentally han-dicapped regarding the utilization of the complete facilities and the theme of the Social Welfare White Paper. Such consolidated laws were also studied. We present the future problem on the policies of the Social Welfare system and the completion of the facilities for the mentally retarded people. |
