| 前号の論文において, 筆者は, これまでの児童家庭福祉の展開に重要な影響を与えたと思われる「子供の未来21プラン報告書」など三つの報告書を取り上げ, 今後の児童家庭福祉施策の基本方向が明確になってきていることを明らかにし, その基本方向を提示しておいた.本論文では, この基本方向と基本理念について, 考察をおこなった.児童家庭福祉施策の基本方向である「家族全員参画型家庭」, 「福祉コミュニティ」, 「男女参画型社会」を実現するための今後の児童福祉の基本理念は, 「子どもの権利保障」と「地域における子ども家庭支援システムの構築」であることが確認された. | ||||||||

| "In my previous article, by investigating main reports such as the ""Planning Committee for the Children of the 21st Century"", and presenting these directions, I pointed out that the basic directions of child and family welfare services in the future have gradually become clear and viable. In this article, I considered these directions and basic ideas. The important basic ideas are the ""promotion of the well-being of children"" and the ""construction of a support system for children and families"", in order to create a family in which all the members are equal partners, a functional community for welfare and a society in which men and women are equal partners." | ||||||||
