| 本稿では, これまでの児童家庭福祉の展開に重要な影響を与えたと思われる三つの報告書, 特に「子どもの未来21プラン研究会報告書」を中心に取り上げ, 報告書が提出された背景を検討し, その基本方向を考察した.また三つの報告書の基本方向の関連を検討することによって, 今後の児童家庭福祉施策の基本方向を提示した.今日, 21世紀に向けた「新しい児童家庭福祉施策」の基本方向は明確になってきている.「子供の未来21プラン研究会」の報告書が発表された翌年, 1994年は「国際家族年」であり, また5月には, ついに我が国においても「児童の権利に関する条約」が発効になった.昨年度からは「少子社会」に向けたエンゼルプランの第一段階が動き始めている.今後, 児童家庭福祉施策の基本方向を踏まえ, 子どもと親のウェルビーイングを促進し, その人権を保障するために, 広い意味での家庭支援システムを構築していくことが求められている. | ||||||||

| In this article, I considered about the basic directions of child and family welfare services in the future, by investigating main reports such as the "Planning Committee for the Children of the 21st Century". Today, these directions have gradually become clear and viable. Nineteen ninety four year was the "International Year of the Family", and the "Convention on the Rights of the Child" was ratified in May that year. In accordance with these, it motivates people especially the Japanese government to make further efforts in supporting the child and family welfare services. It opens up more programs and other means to enhance the well-being of children and parents and to ensure their human rights which lead to the promotion of the family support system. | ||||||||
