| わが国の人口構造の高齢化は, 他の先進諸国に例を見ない速度で進展している.人口構造の高齢化は, 後期高齢者の増加と, 介護要員の高齢化による家庭内介護力の相対的不足という2つの重大な問題をはらんでいる.このことは, 何らかの障害を有する後期高齢者を高齢者が介護するという, わが国における近未来の在宅ケアの来るべき様式を示唆するものである.近年, 高齢者のケアの場として家庭が選択され, 在宅ケアが推進される傾向にあるが, 高齢者の在宅ケアは家族の介護力のみに依存することは困難であり, 社会的責任において家族の介護力を補完的に支援するシステムが早急に整備されるべきである.筆者は本研究において, 在宅ケア支援システムを設計するにあたり, これまでのような行政担当者による恣意的かつ対症的な方法によるのではなく, 演繹的システム設計法(SDM)を利用して在宅ケア支援の全体システムを設計する方法の可能性について考察した.全く新しいこの方法論によって, 未曾有の高齢社会を迎えるわが国の在宅ケア支援システムにおける医療と福祉の有機的連携を図ることにより, 要介護高齢者の生活の質(QOL)の一層の向上がもたらされるのである. | ||||||||

| In Japan, the number of people of advanced age is increasing rapidly, but that trend can not be found in other civilized countries. However, it is apparent that there are critical problems behind the above-mentioned trend. The increased number of aged people has led to an absolute lack of care assistants to fully care for themselves in the home. In this study, the author shows a theory and a practical order by applying a system design method (SDM) for use in arranging the at-home care supporting system fulfilling conditions of regional and total characteristics. My aim in this study has been to make a new concept for an at-home care supportiog system in Japan's aged society and in fact provide a necessity of cooperation between medical-care and welfare. Further studies of such system are needed to make possible a much higher "Quality of Life (QOL)" of aged people. | ||||||||
