| 高速計算機として開発されたコンピュータは今や情報処理機器として幅広い分野で活用されているが, 障害者のコミュニケーション能力を拡大する道具でもあることは余り知られていない.パソコンやワープロなどの普及で, 電子化文書は身近なものとなった.文字読取装置は, 墨字の本や印刷物を電子文書に変換する.文字が書けない肢体不自由者も, 体の一部さえ自分の意志でコントロールできるなら, コンピュータを使って文書が作成でき印刷できる.電子化文書は音声合成装置や点字機器があれば容易に音声や点字の形に変換でき, 視覚障害者も読み書きできる.それだけでなく, 電子化文書は電話網を介して伝送できるので, 聴覚障害者も電話が利用できる.こうして, コンピュータはこれまで, 障害者の社会参加を阻む壁であった文書作成や電気通信の利用を可能にした. | ||||||||

| It is not very well known that computers can assist the communication abilities of people with disablities. Due to the technological advancement of personal computers and Japanese Word Processors, it has become easy to prepare electronic documents, and Optical-Character-Recognition machines can read books and other printed materials and transform them into electronic documents. Even people with severe physical disabilities can thus read and prepare documents, if they can operate computers using some parts of their bodies with their own wills. Blind and visually handicapped people can also read electronic documents by using speech synthesizers and/or tactile devices. Since electronic documents can easily be sent through a telephone network, hearing-impaired people can also get access to a telephone system. Thus, computers can reduce documentation- and communication-barriers which are interfering in the social participation of handicapped people. | ||||||||
