| 長寿社会の進展に伴う社会構造や疾病構造の変化,健康ニーズの多様化により,保健・医療の分野ではこれまでの治療中心のやり方では対応できない状況が生まれつつある。健康問題を生活全体の問題として捉え,保健・医療・福祉の連携による,生活の質を重視した包括的ケアの地域レベルでの実践が求められている。この背景には,プライマリヘルスケアあるいは地域福祉という理念がある。ここでは,公衆衛生の立場からみた保健・医療・福祉の動向について論じた。さらに,予防的意義をもつ保健福祉という概念の考え方,在宅ケア推進のための関係諸機関の相互連携,並びに地域ネットワーク形成の必要性について強調した。 | ||||||||||

| With the progress of aging society in Japan, the constitution of society and of disease has changed, and health needs have become diversified. Traditional health and medical care cannot suit the changing circumstances. We have to handle health problems from the view of whole life. Comprehensive care in the community should be performed by the network of health, medicine and social welfare. The concept of primary health care, or community welfare, would support this. This article deals with the trend of health care, medical care and welfare service from a standpoint of public health. We proposed the new idea of health welfare, which has a disease-preventive function. Then we emphasize the need for cooperation and networking among organizations concerned in the community. | ||||||||||
