|
持続可能な開発目標（SDGs）の目標3「すべての人に健康と福祉を」の下，障害のある人の医療へのアクセス上の障壁を取り除くため，海外では政府主導で医療機関での知的障害者への合理的配慮が進展しつつある．本稿では，知的障害者への合理的配慮と情報提供について，米国の国立衛生研究所（NIH）による easy-to-read 版の医療情報提供，および英国の国民保健サービス（NHS）トラスト病院のヘルスパスポート，英国 NHS トラスト病院とスコットランド政府による easy-to-read 版の患者向け情報提供について概観するとともに，日本の現状と課題について述べた．日本では，在留外国人向けに開発が始まった「やさしい日本語」を用いたがん患者向けの情報資材が制作されているものの，知的障害のある患者向けのものは極わずかである．さらに合理的配慮の提供に役立つ英国のヘルスパスポートのようなドキュメントの開発も未だ取り組まれていない．知的障害者が障害特性に配慮した医療を受けることができ，かつリプロダクティブ・ライツが保障されるよう，関連専門分野が連携し，国内での取り組みを前進させることが求められる． |

As part of the Sustainable Development Goals (SDGs), governments in various countries are leading efforts to implement reasonable accommodations in healthcare settings for individuals with intellectual disabilities. These accommodations aim to eliminate barriers and ensure equitable access to healthcare for individuals with disabilities. This paper discusses reasonable accommodations and information provision for individuals with intellectual disabilities. In the United States, the National Institutes of Health (NIH) provides easy-to-read medical information. In the United Kingdom, NHS Trust Hospitals have developed the Health Passport, and the Scottish Government offers easy-to-read information resources. The current situation and challenges in Japan are also addressed. In Japan, although information materials for cancer patients have been created using Easy Japanese (originally developed for foreign residents), few such materials are specifically tailored for individuals with intellectual disabilities. In addition, documents such as the UK’s Health Passport, which facilitate reasonable accommodations, have not yet been implemented. To ensure individuals with intellectual disabilities receive medical care tailored to their specific needs while protecting their reproductive rights, Japan must enhance collaborative efforts among relevant disciplines. |
