| 本論は，学校の教師力と学校力を高める方策を「教員育成指標」に基づく教員研修に焦点を当て検討を行うことにより，各自治体がどのような計画をしているのかという点を明らかにし，今後の教員研修への示唆を与えることを目的としている．「教師力」の視点における教員研修は，初任者や経験年数があがるにしたがったステージ毎の研修内容がある一方で，教員自身の専門性や課題に応じた，また最新の教職力量や資質能力を高める研修が企図されていた．一方で，「学校力」に関わる指標としては，各ステージにおいて，学校力を高めるために教師個々の力を高めて学校に関わるという視点から，教師個々の力を結集させて学校力を高めるといったマネジメントの視点が，ステージがあがるにつれ意識されていることが確認できた． | ||||||||||

| The purpose of this paper is to clarify what kind of plans each local government is making and to provide suggestions for future teacher training by examining measures to enhance teachers’ and schools’ capabilities, focusing on teacher training based on the “Teacher Development Index”. Teacher training from the perspective of “teacher capabilities” was intended to be based on the number of years of experience. In addition, it was intended to provide training to enhance the latest teaching competencies, qualifications, and abilities according to the teachers’ own expertise and issues. On the other hand, in terms of the index of“ school ability,” when the number of years of experience is small, the viewpoint was that the individual teachers would improve their abilities and get involved in the school. As the years of experience passed, I became aware of the perspective of management to enhance the strength of the school by bringing together the strengths of individual teachers. | ||||||||||
