It is possible only for those clients who have achieved social-level of empowerment to support their peers. The purpose of this study was to visualize the structure of social workers’ practice that supported their empowerment. Data were collected form a semi-structured interview with the social worker and were analyzed using qualitative data analysis methods. The investigation demonstrated that social workers’ practice was different in each stage of the empowerment approach. From these results, we made three considerations: first, the stages of empowerment proceed in order, second, there is continuity and overlap in those stages, and third, self-affirmation and stakeholders of clients gradually spread.
