The first research question is how to promote ICT Education at school sites. It is necessary to improve the physical environment such as securing ICT equipment and reducing the burden on teachers and children. If teachers feel burdened, they will not be able to develop lessons and education using ICT equipment. In addition, if the teaching material is burdensome for children, no matter how much it is introduced, it cannot be expected to have an educational effect. Therefore, as the second point of the research question, what are the factors that cannot promote ICT Education in the school field is related to the first point of the research question, but there was also the issue of implementation burden and cost burden. Regarding this cost burden, it can be understood from the budget that the “GIGA School Concept” will be distributed to each person as part of the environmental improvement due to the nationwide closure of schools due to the new coronavirus. On the other hand, there is little debate about which method is suitable for digital educational content and paper-based educational content.
