The authors have conducted theoretical studies focusing on social welfare intrinsic development theory and the viewpoint of the rights of community development in order to ask the ideal way of social entrepreneurship activated in community development. In this study, based on the knowledge obtained through theoretical research, we examined the impact of social entrepreneurship activities in the region, and examined the significance of examining social entrepreneurship as a method of promoting community development. The following findings were obtained from the case study. 1) The viewpoint of development is important regarding social resources that are often discussed as allocation and procurement issues. To develop social resources according to local conditions leads to community changes. 2) To create local employment through social entrepreneurship activities leads to community organization. Until now,“labor”has rarely been discussed in community development. In this study, it was found that as social enterprise develops resources and with the creation of“employment”in the process, the community is organized. “Participation”and“Self-government”has been presented as a method of community work, but“labor”must also be considered.
