The facts revealed by the study are as follows:\n1) We pointed out that the new public hospital reform guidelines basically follow three perspectives of the older guidelines published in 2007, management efficiency, restructuring and networking, and restructuring the management structure, while adding new perspectives based on community healthcare initiatives.\n2) Concerning estimates of the future population of Okayama prefecture, we pointed out in particular that while the population in 2015 was 1,913,145, in 2025 the population is estimated to be 1,811,274, which indicates a 5.3 percent decline.\n3) We examined the cases of public hospital restructuring and consolidation in Okayama Prefecture. Among those cases, we looked in particular at cases where the management structure had been revised among 3 early Okayama public hospitals (Okayama City Public Hospital, Seno Public Hospital and Kanagawa Public Hospital).  We looked at why Okayama City Public Hospital and Seno Public Hospital became a local independent administrative corporation.
