However collaborations and linkage between these sectors is very slow in Japan. In this article I took up Social Welfare Council of Tatsuno city, in Hyogo Prefecture which was very active in this collaborative programmes. Tatsuno Social Welfare Council has four levels of network between three sectors. The first is the network between agencies and institutions, the second is the network between workers of each sector, the third is the network withim one neighbourhood or patch, the fourth is the network for personal care. Tatsuno is very successful in proposing services by statutory and voluntary sectors which have a close mutual linkage. Thus projects at Tatsuno is good example for other Social Welfare Councils. At the same time the case of Tatsuno City showed several difficulties in the collaboration of interdisiplinary professionals and in linkage between different sections.
