1958年に社会福祉の発展類型を「残余的(residual)から制度的(institutional)へ」と提示し, 大きな注目を集めた.しかしその後, このパラダイムは残余主義, 制度主義という理論的枠組みとしては, 米国よりもむしろ英国において対概念として取り上げられ, 現在では福祉の発想法の2つとみなされ, かつ定着するようになっている.英国社会福祉学の伝統のなかで, 正面からこれらの概念を最初に取り上げたのは, ティトマスである.ティトマスは, この対概念を操作概念として位置づけ, 社会福祉の歴史概念よりも有用な現実的概念とみなしたのである.残余主義を施しや慈善の奥底に流れるボランティア・スピリットとみると同時に, 制度主義と官僚制との近似性を見い出している.このような把握は, それ以後も継承されているが, 特にピンカーはさらにこの対概念を整序化し, 現実のさまざまな社会福祉事象が, この2つの混合形態であることを踏まえながら, その緊張関係を問題にしている.また, 残余主義は選別主義と親和性が高く, 制度主義は普遍主義と親近性が深いという関連性に言及している.こうして, 近年における英国社会福祉学の精緻化にともない, 残余的モデルは過去の福祉類型だという位置づけは全くなくなり, the concept of residual and institutional systems in the context of American social welfare history changig\"from residual to institutional\".This paradigm was develeped by Timuss, Pinker and other researchers in British social policy and administration.For example, Titmuss used these concepts to manipulate this theory in the social welfare world.He highly valued the residua lmodel as a represestative of volurtarism.At the same time he is anxious for the institutional model to become bureaucratic.Pinker discussed the relationship between these two models, and concluded that the mixture of two ideas was a realistic condition in the, welfare world.And he pointed out that residualism was nearer to selectivism and institutionalism to universalism.But this connection is sometimes more complex.Anyway residual models and institutional models are a very useful framework to explain social welfare and its comparative
