It is a huge and growing expenditure. It should be recognized that it is impossible for amateur administrators to manage such a service. The government has never developed a plan to supply professional management resources for the industry, though it has plans for supplying technicians like physicians, co-medical staff and social workers. According to an analysis by the Japan Medical Association Research Institute, the industry will need 970,000 office workers besides technicians by 2015. It is expected that at least 10% would be involved in professional management such as senior executives.
